Playing at 1080p

My Specs:

i7-2700k @3.5 GHz normal, 4.1 Turbo

Nvidia Titan X w/ latest drivers 358.91

16 gigs of RAM

Windows 10

Afterburner shows the CPU and GPU no where near maxed, and everywhere else in the game I seem to get perfect performance. Downtown and Diamond City have very frame rates as low as 30. Drops appear when looking in a particular direction or angle. Looking down at the ground will place frames back to 60.

I tried turning down settings with no resulting difference.
