Terrible performance - almost unplayable. GPU too old?

Hey, I am having some serious framerate issues in FO4. I have the graphics at the lowest possible settings, and still some areas - especially larger, more open areas - run at like 10FPS. My machine isn't the newest, but I think it should be able to do a little better than this. I can run FO3 on this machine on the highest possible settings EASILY. Same with Skyrim. Obviously FO4 is gonna require a bit more juice, but I should at least be able to run it on the lowest settings, right? Hopefully you guys can help me. I at least want some confirmation before I spend money on a GPU upgrade

Windows 7 Home Premium 64bit

Radeon HD 6870 2gb

16GB DDR3 RAM

Intel i5 2500k OC@4GHz

I have a 6950 and it's barely playable.. Especially in 2560x1080

i have a hd 6950 2gb too, and i get locked 30 fps but that only so far, it hasnt dropped yet but i got a feeling it will, make sure you have godrays switched off, you have to do it in the pref.ini, the volumetriclighting settings

can i ask what the exact area is ? id like to go there and see how it runs on my gpu, ive found that in all next gen games i get pretty much the same performence as consoles most the time slightly better unless a ubisoft game, im playing at 1360x768 too, so dont know wether that helps. its my tv native resolution anyway

my card is unlocked shaders and overclocked to 900mhz core and 1300mhz mem wich im hoping will help me keep 30 fps, playing on high settings with godrays disabled, shadows quality medium and everything else pretty much high, using a 2400 i5 sandybridge at 3.8ghz on all cores, my pc is on par with a Xbox One for sure

what are console gpu equivelents ? its a hd 7850 isnt it ? i know that a hd 6950 isnt much worse than ps4 or Xbox One gpu even if they are old, specaily when overclocked and performs better than a hd6970

what i usualy do is go on digital foundry and they usualy tell you what the console graphic settings are set to, then i match that, usualy works but if it drops on console then i sualy get the same drops too, but consoles cannot disable godrays.

im only at the part you get power armor but ive heard people say its smooth through there
