You can't enchant heirlooms with level 80 enchants. The enchants that require a level, like some enchants require level 60, 70, etc, you can't enchant heirlooms with them because heirlooms are all iLevel 1. All items have a iLevel, and that determines what enchants you can put on them.
You can enchant all heirlooms with level 60 enchants, however, because they don't require levels. Like Crusader on a melee weapon, Spellpower on a Staff, or dagger, or whatever (the enchant is 30 spellpower) but you can't put the level 80 enchant which is 81 spellpower on them. You also can't enchant shoulders with anything except the Aldor/Scryer enchants, and you can't even do that until level 70. If you do it before level 70, the shoulder enchant will appear in red text, meaning it's not active, and once you hit 80, it will turn green, granting the enchant.
