is there a mod that will block the ability to change difficulty level while playing the game?

it was created for Oblivion because of the big demand, is there a chance to do it for Fallout too?

i can have control over myself, but still would like to have this mod, does it exist? is it possible to make it?

If you don't have the control to not touch the difficulty, then what good is a "mod" going to do? Is one more obstacle going to sway your decision to change it? If so, then put in your own obstacle.
