Is it possible to force a 30fps lock?

I currently have a passively cooled GTX 750 TI in my media center pc which I use to run Fallout 4 with. At my current settings I get a variable frame rate of between 40 to 60 frames per second.

Is there a tweak I can perform to lock my framerate to 30 as the variable frame rate is quite noticeable and distracting. I'd prefer a consistent frame rate.

My only thought so far is buying dxtory and using its frame rate limiter.

Except use 30 instead of 61.

Thanks, I initially set it to 30 but the game ran at 60 in the area I was in but everything was sped up.. sort of benny hill'ish. So I additionally installed dxtory and set fallout 4 to use 30 and that seemed to have sorted it. I am now running at a solid 30, I even upped the graphics settings and not had any drops.

Use afterburner/rtss. Best tool to limit your fps in any game.
