Fallout 4 Static Vision Bug HELP!

Basically, it shows a static effect on the screen making it hard to see what is going on. I have this problem playing fallout 4 in V.A.T.S , house making, and making power armor. It is the same color as whatever the outline on the object i focus on is supposed to be. It is making it impossible to make houses or use V.A.T.S. I have tried: Verifying game cache, reseting game, reseting computer, and setting all setting to minimum (these settings seen in screenshot*)

My PC:

16 GB Ram

694 GB free data

64-bit OS x64 based processor

Windows 8.1

Intel? Core? i7-4970 CPU @ 3.60GHz 3.60 GHz

I am also having this exact same bug. Colored flashing static across the entire screen, I literally can't do anything that might cause it because it triggers a migraine if I look at it for more than a couple seconds.

This happens on both my home computer AND my work computer. I also wasn't having this bug when I first played the game... but now its 100% repro, and I've tried changing every graphics setting: fullscreen/windowed/borderless, ultra/low settings, advanced settings unchecking/checking everything, all screen resolutions, etc. Was this bug introduced by a patch? Is there anyway to back out to an earlier unpatched version of a steam game?

Interesting note though, in my game, it has much less static in a small box in the upper left corner of the screen... like someone was using that bit of screen real estate as a buffer for some rendering call and later properly cleared that buffer out...

Please find a way to fix this. I was enjoying the settlement building until this occurred.
