I don't know about the doctor one. Maybe it makes your stimpacks and whatnot more effective or gives a boost to medicine. As for the dog one maybe it gives a boost to Dogmeat, maybe raiders won;t fire on him? Or it could give the both of you a boost for having him as a companion? Now you've got my all excited over what it could be.

Yeah the dog is german-shepard, so it most likely related to your dog companion.

As for the doctor one- probably increase health restored by your stimpacks.
