Whether she was in the military as well for a short time, or is taught how to use power armor in game, or perhaps some other possibility, she is clearly not the one who is intended to give this speech. If we play as a female protagonist, it would make sense if she perhaps had at least a short duration of active service, and this could well be how the two of them met as has already been suggested. But that still would not make any sense for her to be the one giving the speech given her previous comment to her husband, and the fact that all available evidence suggests otherwise.
