Game play strategy

Alright, I have been playing since the day Fallout 4 was released and I have started and restarted the game several times now. I am perhaps a little confused as to how to play the game?!? I understand that we have to build settlements and helping settlers in the process. I am also somewhat familiar with the main quest line.

Of late I have been going to Concord at the beginning and saving Garvey and gang, followed by rebuilding Sanctuary into a a settlement. After which I travel to Diamond City to seek out Detective Valentine. Then, after rescuing him I had proceeded to hunt down Kellogg; and exacting my revenge. Then, after that and meeting up with Piper, traveling with, I had begun to do the side quest in which Garvey sends me on. I then get to a certain point in the game and how do I get to meet Cait, for example? There doesn't seem to be a quest---to my knowledge--that leads me to her and the combat Zone?!? Thus, I have only romanced Piper, which incidentally, isn't a priority of mine. It just happens during the course of traveling together.

This morning I have restarted a new game. In the process of doing Garvey's side quests do I wonder and explore. Or, is there a pattern in which leads me to Cait. And, by the way, I am just using Cait as an example.

In the previous game I jumped to the Combat Zone and recruited her, but she doesn't fit my character. Moreover, her romance quest line is considerably longer than Pipers and much more difficult to achieve--for me that is. Not only that, but Cait keeps asking for caps that I have no way of giving her since bottle caps do not show up in my inventory, anywhere.

There is so much confusion in Fallout 4 game play that it can be mind boggling. Any suggestions out there? Thank you.
