Considering the idea of creating settlements at least existed in some form as mods for previous Fallout games...eh.

The mod RTS (real time settler) did the basic idea before you made this suggestion.

Will FO 4 be awesome? I believe so, but will wait till about hundred hours after release to make an truly informed decision.
