Earlier when playing I went to the lukowski cannery, a suicide mutant ran in and blew himself up. is there a way to ressurect kowalski and the other vault dweller person please?

open the console command, (~) , click on the dead target and type "resurrect."

My personal experience doing this has never been good though. They respawn with missing limbs and it doesn't help with quest progression.

hmm well they have all their limbs so it should be good? not sure if their quest givers either. Only one way to find out !

you might try "resurrect 1" on them. otherwise resurrect I think just spawns a duplicate. I know in Skyrim that is what happens.

it worked! maybe because they were intact?

I tried this on a scribe that I was escorting and it didn't work. I think it may have been because when he got hit by the Super Mutant rocket launcher guy his arms, legs and head fell off.

disable
enable
kill
resurrect

That should do a full reset of the NPC. Worked in Skyrim, haven't tried in F4 yet
