Currently stuck travelling everywhere on foot (not too bad, but it can get kinda tedious when I'm sort of pressed for time), fast travel being disabled because I have this message.

I am unencumbered, no debuffs, nothing. I tried to re-enable it via console but that seems to not work anymore and I don't know any AreaCodes to do coc with to test if I could force it to think I was outside.

Anyone got a fix or know of anything that could help?

Same issue here. Theres a bunch of people in the Fallout 4 subreddit with the same issue. Hopefully it'll get patched.

I'm seeing the same here. Seems to be something in the actual savefiles since an older save seems to let me fast travel. Kinda aggravating when trying to stock up on materials when I have to keep lugging them all back without fast travel.

Does the game think you are in combat? If your not sure, make sure the background music is turned up enough to hear it.

However, a reload of the game should sort that, just make sure you save in an otherwise sage area, like Sanctuary or neutral building interior.

Unencumbered, no combat, safe areas, no reloads have helped.

It svcks too, because the only previous save before this bug is about 8 hours and I'm unwilling to sacrifice that much progress.
