Eh, as an Xbox One player I'm fine with this. I would prefer FPS over Resolution but I'll get over it. As long as it's a consistent 30FPS it'll be all good.
Now onto the main event where other people [censored] about it or toss around the "PC Master Race" line.
I would really like to see some high resolution PC screenshots. I bet it looks incredible.
I'm wondering if this had anything to do with Witcher 3, where 1080p @ 30 FPS is a supported mode for less than top of the line PCs.
It wouldn't be the first cackhanded PC port to do it. Although I've not seen Bethesda try to limit it except via vsync (which limits you to 60 rather than 30 and you can at least turn off).
I have seen misconstruing as a common thing with new releases here when it came to info, speculation or not. I remember during Skyrim's hype, I posted a thread with new info in Skyrim General of an article I found and one of the tidbits was about playing in third person. I quoted the article that was saying something like "Playing in third-person has improved and is a lot more fun to play in" and I commented on it. I had a slew of worrying posts quoting me, asking if Skyrim is restricted to third-person only and so on.

I don't mind 30fps. It shouldn't hinder anyone's thoughts on the game, or the experiences they have playing it.
The official trailer is probably pc. If hey don't say who platform it is on assume the strongest.
To be fair, lower framerates are less responsive to player inputs. There will always be a slight delay between you pulling the trigger and the gun firing. Granted this isn't nearly as much of an issue than it would be in a fighting game or competitive fps, where it would be detrimental, but there will be a slight delay that is noticeable to many people, especially in times that require quick decision making and twitch responses.
The main issue with 30 fps is the effect on mods, as I've said on several threads already. Having a decent amount of mods always slows down the framereate slightly, but that's not much of a problem because with a decent PC, the framerate is normally 60 or above in games like this. 30 fps on consoles does not leave much wiggle room for slowdown, and with one too many mods can slow down the game to a choppy, unplayable slideshow.
Which I'm really hoping won't be linked to the timescale or physics in any way like it was in Skyrim. Here's to hoping the part where they said they "won't be limited on PC in ANY way means iPresentInterval will not exist in FO4.

TW3 had fps limiter built in. You could choose "unlimited", 30 fps or 60 fps.
With 30 I assume this is maximum and default framerate, it can drop below is scene is to heavy to handle, but this will be an exception, normally the game will be done rendering before next frame.
I have kind of always assumed it will be ESPs only on the console, to avoid the performance problems caused by large textures and meshes.
I wouldn't. Xbbox is, and has been their bread and butter for a long time now. If they're going to show off their game on anything, it'll likely be on the platform with earns them the most $$$.
I'm so used to 30 fps playing primarily on 360 last gen that I have no qualms about the fps, as long as we get full 1080p with no 900p or dynamic resolution bull. Hell, I'm used to 20-15 fps with Oblivion on 360 and Morrowind on the OG Xbox, so locked 30 fps for a Bethesda game is a treat, jk.

I would assume so. But console users are also bound to be limited in the number they can install.
And I can't help but feel there are going to be a lot of hurt feelings when 90% of the popular PC mods are still unavailable to console users because they use scripting, new models, or textures.
Yeah, I think a lot of people jumped to a lot of conclusions when console modding was announced. All we know is that there will be mods and they will be free. We don't know what sort of censorship or vetting system they will have on top of the technical limitations.
If Fallout 4 runs consistently at 30 FPS that would be wonderful ?shame it won't.
