If you're talking about the physical Pipboy device in the collector's edition, it's just a plastic armband that can hold your smart phone. It has no actual functionality, and will be the same one in the collector's editions for all three platforms.

I think he's talking about the app? If so I think yeah you can wear the pipboy you got in the PS4 edition while playing the PC version. It's just an app, It can be used for any console/PC.

The Plastic Pip Boy and the App on the smart phone is not dependent on the game. Maybe the app will interface with your game and you can use the Physical Pip Boy Glove instead of the one on the screen. That might be really pushing it

Yeah, the app works as a second screen experience and links to the game over local wifi to show the correct details of your in-game Pipboy (stats, inventory, quests etc). The plastic housing is totally superfluous. You can wear it while you play if you like, but it is not necessary.
