framerate drops for no reason

I cannot maintain 60 fps in some areas even though my gpu and cpu are barely be taxed. the load on the cpu is being spread across all 8 threads on my 4770k with none of them being fully maxed so it does not look like a cpu limitation of any type. my gpu usage is only around 50% or so when this happens too. and I am using the 358.91 drivers.

980 Ti

4770k

16GB

2 TB SSD

Win 10

I have similar specs to you,

980ti

i5 6600

8gb ddr4 ram

win 7

and i have the game installed on a HDD (my SSD is far too small to put it on)

My fps is usually a solid 72 but once i hit diamond city it dropped well below 40 and usually hung at the 25-30 mark for some reason. Would like to see what optimization can be done on Bethesdas part if any and if not does anybody know what graphic options seem to impact system performance the most for this?

850 EVO but not sure why that would matter at all since its not an issue with loading a new area.

and no I have not edited the game files in any way.

I am running in borderless window if that matters. standard fullscreen is just not smooth at all when panning around and that was the recommended fix.

you really should have gone 6700k and 16gb with a 980 Ti. some games will peg an i5 at times and cant even stay above 60 fps. and ram is so cheap and that helps with a crappy port like Batman Arkham Knight as they said "at least 12 GB" is needed for smooth gameplay.

have u tried to downgrade graphical settings to see if it's cuz of the ultra (i guess) quality? u could try also to unlock the fps hardlock

well you have to exit out of the game so its a pain in the ass to try and narrow down exactly what setting or settings may be causing it.

CPU usage when at diamond city usually peaks at about 80% and the GPU barely gets up to 50% even at diamond city, and as for the lower grade items it's only because i had to build this computer quickly and with what money i had at the time, i couldn't wait as the last one was completely dead all together :(

EDIT - in saying what you said about me upgrading ram, i'm looking to add another 8 gigs on but my total ram usage when playing the game gets up to 70% so would it even be worth me upgrading that?
