Flickering screen at startup

Hey everyone, this problem has probably been discussed a lot of times already, but nonetheless, it's way too frustrating to ignore it.
Whenever I start the game fullscreen on my native resolution of 1920x1080, the screen starts to flicker while the Bethesda logo is displayed. The game continues like this even in the main menu, making it completely unplayable. In addition, sometimes it doesn't even reach the flickering point, the screen is just black with the loading arrow in the middle. I need to Alt + F4 out of it because at that point the game doesn't respond. I've already tried tweaking the options but to no use. Also, please note that I have the latest Nvidia driver installed.
So what exactly is causing this problem and how can I fix it? Do I have to wait for an official patch, or do I need some tinkering in the config files?
My laptop specs are as follows:
I7 4700 HQ 2.40 ghz
Geforce GTX 760M 2 GB
8 GB RAM
500 TB capacity
Windows 8.1 64-bit
I doubt that's not enough to run it properly on at least medium to high settings.
Any ideas?

It only works partially. The game is windowed and covers about 3/4 of the screen. How can I make it completely fullscreen?

from that mod u can also set the resolution ad windowed or fullscren mode

It doesn't work on fullscreen. It gives me a flickering black screen again and the game is still windowed.

yep fullscreen problem it's a known issue, just launch it windowed with ur resolution and borderless and u should be fine for now
