Hello. I bought myself Fallout 4 on PC because I love Bethesda games, but the game runs really poor. Whatever I do it's completely locked at 30 frames per second. I thought this game could run at 60fps on PC? Or did I do a mistake and all versions are running it at 30fps?

*800GB PCI Intel Solid State Drive

*Windows 10 Pro x64

*Current Resolution 1920x1080 60Hz

I asked one of my friends and they found an article describing this issue and that selecting window mode and borderless should do the trick. So I tried this out and now my game is playing well But I still don't understand what he told me or why this is happening in fullscreen and not window.
