My in game screen is now permanently green with fuzzy edges as though I were looking through a nightvision scope.
I think it happened after I used a nightvision sniper.
My last normal save was 9 hours prior.
If this is possible to fix, I'd love to know how.

Why aren't you keeping multiple saves? It's all but a requirement for Bethesda games since you never know when one might corrupt or you end up with a problem like this.
Using the scope again does nothing?

Yeah, press and hold TAB to turn on/off your pipboy light.

I have this same issue and it isn't the Pip-Boy light that's causing it. Some kind of fix would be appreciated.
