Fallout 4 is almost unplayable at this point for me, I am having a bug where the animation seems to pause for about half a second or slows down then speeds back up to real time constantly. I can barely shoot anything because its almost like lag or rubber banding in a online game.

My specs are :

Cpu: Amd FX8350 oced to 4.5ghz - watercooled

GPU: Amd R9 290x also watercooled no oc

Ram: 16gbs Ripjaw

Fallout4 is installed on a SSD with my operating system

Game Settings:

Default High with no motion blur.

I have dropped the settings down to medium and still didn't help. Will try low settings.
