Something is blocking the connection, either on the android phone, the network itself, or your computer. Since the firewall rules on the computer are probably OK, my guess is that your wireless router is preventing the connection or the phone for some reason.

When I set it up, I had to exit the game after turning the function on in the game settings. When I restarted the game, Android connected, no problem. The fact that you see the address to connect to means that the phone is receiving something from the PC at least.

The problem is, you need to find out where the block is occurring. I don't know how hard it would be to check your phone. I don't know what kind of network you have in your home. You can probably logon to your router and check for any kind of partitioning or vlan separation. For example, if your phone is connected to a "guest" network, it might have limited or no access to the network your PC is connected to. If your phone is somehow blocking the connection, I'm not sure how you would find out how or where. It would be highly dependent on the phone model and Android settings/version. I have Android, and I have not seen anything like the phone blocking network traffic.

If your phone and your computer are in the same network (e.g. phone = 10.1.1.5 and PC = 10.1.1. 22) , I can't imagine any kind of port blocking occurring. Here is a link to a good write up on the problem that might help you: https://www.reddit.com/r/fo4/comments/3s8red/pipboy_app_connection_no_devices_found/
