Gamepad sticking Input lag?

Anybody else playing with a gamepad having this issue? This seems to happen to me sporadically, where all of a sudden I feel like I'm wrestling with my controller trying to play the game. moving the right anolog just feels sluggish, like there is a very small delay and it tends to pull itself either vertically or horizontally, it seems to take more effort to move my aim diagonally. I don't believe it is a framerate issue, the game isn't stuttering or anything. (I got that early on but swapping to Borderless Window fixed that) The game still feels smooth, its just I'm having trouble controlling it. The weird part is it seems to come and go randomly, I can't figure out what causes it and what gets rid of it.

Hmm, make sure the controller option is selected. What controller are you using? Are you getting the rumble effect? My 360 controller works fine with controller option on.

For me this happens only in 3rd person with a weapon out. There are a few other topics about this problem as well. Also I can't target anything other than torso in VATS.

I'm getting the issue all around but it's more prominent in third person. Where are the other topics discussing this?
