I can see the value in having a Wrye-like Program for Fallout 3. The fact of the matter is it IS needed regardless of what some people may argue. FOMM, FOIP, and FO3Edit are good, but they can be daunting, especially FO3Edit. A casual mod user isn't going to want to screw around with FO3Edit, they're going to want something simple. I think a Wrye-Like Program could fill that niche as it's been said. Sometimes though I feel as though a potential maker of this niche thing is out there, or maybe even the original Bash/Mash author, and sees what could be thought of or perceived as Malcontent for it's creation, and then are turned off. Much like the author who went AWOL with this program.
Fallout 3 modding is hampered by a double-edged sword of criticism and harsh doubt. On one hand it really keeps the really POS stuff like furry and sex mods down to a minimum compared to, say, The Elder Scrolls franchise. On another hand, it can act as a deterrent for upcoming modders to be judged because their mod, although well done, is not faithful to lore or non-canonical.
