Fallout 4 massive stuttering issue

Hello.

When I launch and play Fallout 4, the game always seems to seriously stutter every second, no matter where I am in the game. I've tried lowering down the settings, even to low to see if it continues. But it still stutters. I get around 45 - 60 frames depending on the area in the game, so I believe FPS can't be the problem. I've also tried updating my GPU drivers, but still no luck. Apparently, using Windows Mode border less solves the issue, but I tried it and it didn't work either.

Here are my PC specs:

GPU: GeForce GTX 970

CPU: i5-4690 @ 3.50GHz

Memory: 8.00 GB RAM

PSU: 650W

Resolution: 1920 x 1080, 60Hz

64-bit operating system

I should also add that this issue is only occurring with Fallout 4. Every other game seems to work fine (e.g ArmA 3)

UPDATE: Found a fix!!!

What I did was upgrade to Windows 10. That's it. Stutter gone.

Yeah, the game is running 'rough' for a lot of folks.
But things will get better. For now, a coupla suggestions:
Tune up your nVidia Control Panel with Maximum High Performance setting, before launching the game.
Select no AA from the game launcher, and select a modest preset (like Medium) too.
We want to keep your framerate high; never below 60 FPS.
And make sure nothing else is running while you're playing - a lean, mean gaming machine.
Run CCleaner before you play, and defrag your harddisk.
Run the diskcheck before you defrag (the one that requires a reboot).
Hopefully you can tune up the game so it runs well, but could look better.
Then we can work with that, and get you back some eye-candy when they release a new game patch.
New vidcard drivers will be released too.
This should all come to pass within a week or two...
Hang in there (this is how it goes - it's not totally unusual).

I am having the exact same problem, I even reverted back to a non beta driver for my and r9 290x and seemed to help for about 5 minutes, then back to stuttering, to the point where I can't even shoot anything. If you find a fix please pm me or update this thread, I will do the same.

Do you have fallout 4 installed on a ssd by chance?

Ahh OK, I'm going to backup my saves, verify the game through a steam and if that doesn't work reinstall, first on my ssd then on my hdd if that doesn't work. Will update with results in about 8 hours.

Update: Verifying the game - did nothing.

Reinstalling to another hard drive - did nothing.

This is sad, I really like the game but its almost un-playable the way it is now.

Edit #2: Figured out what it was, My gfx card cooler wasn't making a good connection and was overheating the gpu, I took everything apart (I have a kraken G10 with a Corsair H75 watercooler) and dusted it and put some more arctic silver (thermal compound), and now everything is running extra smooth.

Double check your temps if you haven't already to make sure you gfx card isn't overheating
