So I've been doing a lot of browsing of other peoples settlements to get ideas for my own Casa De 111 at the Red Rocket...And in a lot, I'm seeing people with pristine vehicles placed on their settlements like a custom car garage...

So...Are these an unlockable decoration somehow? Is there a magazine that let's me put these down or is this modded?

It's probably the Settlement Supplies Extended mod which adds tons of items to the currently pathetic selection that we have in the default workshop. It adds about 400 objects to the workshop.

Yikes. That may look cool, but do they explode when you shoot them? That would not be a very good defense plan.

I figured it was a mod. But yeah, I can imagine having cars would just ruin a good defense...
