Fallout 4 Poor performance on high end PC

Hi !

so i have being loving fallout 4 but i have some serious issues with my frame-rate.
Usually i get a lot of frames on my R9 290 and FX 8350 but its seriously low fps a constant 24 fps with dips to 19 fps isn't good and when i see other people with R9 270x getting 30 fps constant i get pissed off.

so what i have tried is low preset
result : still 24 fps no difference AT ALL
turning vsync off
resolution change
result : no difference for above

changing core count of cpu which made no difference until 2 cores then the sound bugs out but even then my fps doesn't change -_-
also cpu priority isn't a issue.

Ive heared IPC on the cpu is very important in fallout 4
also in-game indoors i get about 37 fps constant but i just keeps steady on that.

also here are some base system specs if dxdiag isn't clear

AMD FX 8350 BE

Motherboard
Asrock 970 extreme3 R2.0

RAM
some random 2x2gb and kingston 4gb

GPU
MSI R9 290 4G

Case
Fractal design R5

Storage
samsung 840 128 GB and 3 TB WB Green +HGST 500 GB 7200rpm

PSU
Cooler master G750M

Display(s)
LG 29UM67-p

Cooling
Cooler master hyper 412s

Keyboard

Hi,

Run the game in Windowed Mode.

It improved my performance a lot, even in the Main Menu, which it was a little laggy. Now everything runs smoothly. In "Normal" Mode I had lag, and my rig is, in some specs, superior than the recommended ones.
