I want to go to Spectacle Island and build a base but I am pretty sure caravans and settlers will drown if you send them there. Is there a mod for this or can they go there with out dying?

i don't think they will drown, it is more a radiation problem. according the wiki, it seem using ghoul will be fine and they can just swim accross
