So my size meter is nearly full and just gone yellow , what does it mean when it's full , I can't build anymore ?

The size meter indicates how much building you've done. So, You're correct. When it's full you can't build or plant anything else.

It means you're reaching your limit on how much you can add to your settlement (buildings, furniture, etc.) and it seems that makes settlers unhappy when you go past green.

There's a trick to bring it down, drop a bunch of guns (I used institute pistols) and deconstruct them in build mode. It tricks the game into thinking that you're scrapping junk from your settlement.

What a silly idea Beth come on , u can only build to a certain size and then that's it ? Seems limited , cheers Haggar that worked like a charm , I have bin scavenging things from outside and brining them in and scrapping them at the workshop , I'll just drop it all from now on and scrap it in build mode

I think it's there to avoid performance issues on consoles...if you build too much stuff in one spot it'll probably cause lag and whatnot.

Great trick with the guns, a tip though, you don't have to scrap the guns. It works equally well if you simply click store in the workshop interface instead of scrap. And you get to keep your guns.
