Questions about Gene the dog guy : Fallout 4

sooooo i read that you can encounter a dude named Gene that will sell you another dog type including a rotweiler and boxer. now i have a couple questions about this guy that id appreciate if someone could answer before i get too hyped.

I know the encounter is random but is there any way to increase the likelihood?
does something need to happen before he even has a chance to show up? like do i need to complete a certain mission or have a certain affiliation with a faction?
will this get rid of dog meat or will this make them a completely separate companion that i can also send to a settlement if i want to change companions?
do the other dogs also have the same exact properties as dog meat? like they can detect enemies have a carry weight of 150 and can find nearby items etc.

I don't think there are any special requirements to meet him as I met him very early in the game. I think I found him wandering around somewhere in the area between the the drive-in settlement and the railroad. The dog doesn't replace dogmeat. In fact, you really can't interact with him/her at all. You can choose which settlement to send her to and she pretty much just hangs out in the doghouse all day at my settlement. She does defend the settlement when it's attacked though.
