Seems incongruous with the game-play and genre. Fallout isn't an FPS, it's an RPG where enemies have health bars and guns have stats and such. Killing enemies isn't like an FPS where it's done in a couple of shots.

I already seem to be doing a good enough job of using cover in gunfights by stuffing myself behind something big and dense with the crouch/sneak key.
If the Fallout 4 PC is a military man im sure he'll be even more set on using tactics like that than my F3 and NV characters. It could be useful, but even in DC where you had a lot of debris it never seemed like cover was that important. If we're going 2009 FWE "Maximum Hard" route then maybe it would benefit from a system like that, but I really wouldnt see the game being that big a hit if it was as brutally unfair as those early overhaul mods for Fallout 3 were.
Leaning...maybe. But cover? There I would draw the line. GoW 'tis not. Besides I can use cover anyway just by firing from around a corner or crouching.
Cover is pointless when you have power armor, for you're wearing your cover.
I am pretty sure that the engine isn't capable to do this(at least in a functional and non-clunky way)

Seeing that the game in all likelihood will include jumping and crouching, sticky cover is pointless anyway. Just dash up to the cover and crouch down, no sticky crap needed.

You mean like in Mass Effect 3? I don't really care if they have or don't. Leaning behind cover might be nice but it's something that probably will be solved by mods, if it's not in.
Like I said in a similar thread. We could benefit from a peek system (Like in Wolfenstein new order or new Far-Crys) where using cover is old school crouch behind it, but with the added ability of being able to aim over it and fire without fully standing up.
