LOW FPS Jittering on a good system

Hello
I have a HP Envy15T laptop with the following specs :
Core i7 5500u
16 GB ddr3 ram
Gefoece Gtx 950M with 4GB ddr3 ram
1TB HD and Windows 10.

No matter what setting I chose from low to high at 720/1080 the game sits at 25-35 fps

I tried everything from updating drivers to enabling adaptive vsync to disabling anything battery related.

I tried diabaling the game's fps cap I tried bordlerless windowed mode.

It's all the same .. Sometimes it even jitters to 15-10 FPS while am seeing people on YouTube with even 850M running the game with high settings and nearing 40-50 fps.

Any insight?

Dont worry, its not your fault. Optimization in this game is more than awful.
I have the same issue, Launcher detect my Settings on Medium but even On Low the game is unplayable.
We need to wait for patch, I Think it's the only chance.

One thing to possibly try is to open your nVidia control panel, navigate to Manage 3D Settings > Program Settings > Fallout 4 > CUDA - GPUs and verify if your 950M is enabled and not your integrated graphics. Hope this might solve it, if not indeed waiting for a patch would be the option :)

Also keep in mimg that i7-5500U is a ULV (ultra low voltage) dual-core processor. !!!

Except that, see if you don't use the intergraded HD Graphics 5500 GPU, as other have mentioned above.

Yeah, honestly that framerate isn't at all bad for that CPU/GPU combination. Remember that the 950M's performance isn't anywhere near that of the regular 950 and despite being an i7 nominally the i7-5500U, as mentioned above, isn't on a par with the main i7s. In fact from a brief search it's noticeably slower than my i5-4570. With that said the game is having issues with the Geforce 9 series.

Wow!!
I didn't buy the Lenovo laptop of the same specs because it had an i7 with a 4710HQ thinking it's older than a 5500u !!!

And getting the Lenovo y5070 with same specs only gtx860/i7 4710HQ / ssd and FullHd screen

Yeah HQ or MQ. Those are real quad core i7 processors.

However don't expect miracles.

Thanks but overall for the same price
A gtx960 with gddr5 and a better processor and a fullhd screen with a 8gb ssd is much much better than my setup especially for my work
The consoles run the game at medium. I will settle for that :)

OK,
I RMAed the HP now and got the Lenovo, it has the i7 4720HQ with a GTX860 4GBDDR4, going back to Fallout 4, Sadly the screen is now 1080p and I like to run Native, I played with the same settings except only with FXAA, and the results are awesome,

in that corvoga factory thing where it used to dip to 15-20 with the 5500U, its now almost never below 35, else where 45 to 50 !!! which is a huge difference in gameplay !

although the only downside is loading times are a bit higher esepcially that 3D model that loads while ur waiting for your save game, apparently this is due to the 5400RPM drive Lenovo uses instead of the 7200RPM one in HPs, however I;ve never gamed on a laptop before, the Lenovo gets too hot for putting the thing on my lap, I had to connect it to the big screen and play with a DS4 to get that console feeling am used to though.
