After completing the quests outside the wire and from within in the institute I cannot seem to fast travel out, I have tried to use console commands to manually fast travel out but it doesn't work and I do have the item from doctor li that allows you to fast travel out but nothing seems to work, any help on the matter would be greatly appreciated, thanks

update so I used console commands to fast travel to sanctuary but when I try to fast travel anywhere it still says i cannot fast travel from this location..... help please
