Fallout glitch or hardwaresoftware problem? : Fallout 4

hello im having a problem with my fallout game....

first i started of with like when i was talking to someone they would start awsering way to soon so id be having a conversation with someone over there voice then when i got to diamond city things turned freaky...

i went to the first mission there when you talk to the detective and when i went into the room it was super speed sorta like speed hacking i run fast from wall to wall......

then when i started thinking about it when i was in the main menu i had a problem with my controller beeing soo fast that i had to unplug it just to hit the right thing in the menu....

and if i have my controller connected i cant use the keyboard....

i asked my friend he has the same setup...

he can use both at a time. but i need to unplug controller for my keyboard to work

this is all very annoying and game breaking i cant find a solution any ideas?

Did you remove VSync in the .ini? - Unlocking the framerate can cause this super speed issue.

This is definitely caused by unlocking framerate, and then having super high frames per second while indoors. I believe the highest fps you safely want to go to might be the 100-110 range. At 120 fps, I get stuck on terminals. When I was in the 200+ range, I had super speed. The game's engine is tied to the framerate (sadly).
