Low GPU usage, low FPS : Fallout 4

Hey wanderers,

I've just finished downloading Fallout 4 today. First here are my specs :

i5 4670K @ 3.8Ghz
8GB RAM @1600Mhz
GTX 760 (from Gigabyte)
EVGA Supernova 750W 80+Gold

This is a fairly good build but I faced a large problem in Fallout 4 : Even on lowest settings, my GPU usage is low AND my FPS is low. I had near 40fps in the home, 20~40 in the vault and now 10 outside... All this with 5~10% GPU usage, which is not normal. I don't reach my RAM capacity, nor my GPUs, nor breaking any high temp (CPU @ 45°C (watercooled), GPU @ 40°C (because it's not even under load)), so that's not a throttle.

/r/pcmasterrace guys on IRC tried to help me but I still couldn't fix it. Here's what I've tried to do :

Use DDU to uninstall my drivers to reinstall them after then
Try various .ini fixes
Apply the fallout 4 profile was activated in nvinspector...
And then removed it, which still didn't change anything
Tried to remove MacType I suspected from killing the performance
Verify the game integrity using Steam
Verify the game isn't running on the iGPU, and apparently not
Set performance setting to "Prefer maximal performances" (or however it translates in english) in the nvidia panel

~~I'll try to downgrade my GPU driver but I doubt it really changes something...~~

Edit : Still not working... Guys, you're my only hope.

Edit : After checking, it works perfectly on my other Windows setup on my HDD, but I can't/don't want to use this one.

Looks fine in dxdiag. Trying turning off Vsync, see if that helps. You'll most likely need to limit (in-game terminal issues).

Yeah, those frame-rates are low indeed. Especially outdoors.

You should get ~40 (more or less) outside with 1080p and "ultra" settings. (some settings)

This interests me greatly as I am only using about 80% GPU and getting a terrible shudder as well as low (~45) FPS. I've contacted support and ran them dry of ideas. I have some crummy cellphone videos of it taking place. The part that really interests me is that it runs fine or your other instance of windows. I wonder if I revert to and older driver if that might do something magical. At this point I've tried everything else. It shudders and has low FPS even during opening cinematic and menu when GPU clocks aren't even off base resting clock speed. Windows even detects the poor performance and tries to turn off Windows Aero scheme and revert to basic even though less that 30% of system ram and CPU are being used and only 50% video memory. I should note that mine is an AMD system. Seems like it could be a windows issue. Any insights anyone has would be grand. All game and video settings seem to make ZERO difference for me but might help OP.

I tried downgrading my drivers. Didn't change anything so switched back to latest ones. Disabling VSync helps me to go to 32fps outdoors, but this is still too low considering i lowered ALL my settings.
