Is Ballistic Weave on hats a bug?

I've tested this and it's possible to apply the highest level ballistic weave modification to 4 different hats in the game; Battered Fedora, Green Rag Hat, Newsboy Cap, and Trilby Hat.

Is this intentional? It seems ridiculously powerful to get 110 ballistic resistance and 110 energy resistance on a hat, which far exceeds the maximum resistance from any other headgear in the game, including the combat armor helmet or synth field helmet. It's already ridiculously powerful to get this kind of armor rating on something like the army fatigues which can be worn under your existing armor, but getting it on the hat to boot seems ludicrous.

So is this an intentional design choice, or a bug? Will it be patched? If it's intentional, why is the modification only limited to 4 hats and not available on any of the other hats in the game? I hesitate to use this modification on a hat to double the armor bonus I get from the ballistic weave mod, if it wasn't an intentional design choice, and especially if it will be patched out later on.

I don't know if it's possible to get a developer response on this forum, but I feel like some clarification would be helpful. It seems a bit odd that the most powerful headgear in the entire game is currently one of those 4 hats.

I'm pretty sure it's intentional. It would very hard to do something like that unintentionally. Only certain clothing/outfits can also get the ballistic weave, so it's not surprising that only a few hats can get the ballistic weave. There are lists of items online. I think it's safe and more reasonable to assume that it's not a "bug", since it's more likely and a developer is not going to respond. The RR's thing is undercover clothing. Game balance is definitely not something they looked at very intently in this game.
