Actualy that kind of looks like the 1000 watt spark gap transmitter someone demonstrated for a transmitter that would be able to transmit almost globally for for the 1632 series.

It looks to be a waypoint to me. There is a round platform on the bottom and what looks like a big doughnut on the top w tree more poles.

yes its basically a Tesla coil, but then that's basically what many Spark gap transmitters are.
