FPS Tanks, Hardware capacity not even fully used

So, I preordered this damn nice game and played the main quest and some side stuff, and so far, I really love it.

But what really keeps me from completely diving into it, are the constant FPS drops.

Two main examples in wich situations my FPS tank:

  • When I look into a direction where there's much to render in the background
  • When I'm inside buildings/dungeons with lots of light sources, especially if the light gets reflected by particles

I usually have a sorta constant 60 FPS @ 1080p on medium settings (though launcher autodetected my specs for ultra), but in these situations it drops 10-30 FPS and stutters really badly.

The game even stutters while moving sideways and turning the camera when MSI Afterburner OSD shows 60 FPS

What i've tried so far after searching for possible fixes in the internet:

  • setting shadow render distance to medium (even lower, 2000 in the .ini instead of the medium 3000)
  • setting game to borderless window mode (still stutters sometimes at 60 FPS)
  • disabling FO4's Vsync via .ini and cap at 60 FPS with MSI Afterburner
  • reinstalling/verifying integrity via Steam
  • disabling godrays via .ini
  • turning ALL graphic settings to lowest as possible, though most of them didn't really change my FPS anyways
  • Installing the latest Beta drivers
  • turning down the number of decals and particles
  • lowering resolution to 1440x900

Disabling godrays and lowering shadow render distance helped quite a bit, but those FPS tanks are still far away from being fixed.

Funny thing is, I just added CPU and GPU usage to MSI Afterburner OSD, went to Corvega factory (inside 30 FPS, outside 40-50), and both CPU and GPU reached a maximum usage of 70% when my FPS start to tank.

Thats literally not even close to being over capacitated.

Is there a way to fix this wich I haven't tried yet?

Or is it just the game being poorly optimized?

My specs:

  • AMD Radeon R9 270X 2GB
  • Intel Core i5 4570 3,2-3,6 GHz Quadcore
  • 8GB DDR3-1600 RAM
  • 1 TB HDD

Update 1:

Just figured out that the low FPS inside of buildings is because of my GPU, it gets 100% usage there.. probably too much lighting effects going on.

Still doesn't explain the framedrops in the city itself

i think it may be to do with de VRAM because:

i got even fps drops after turning around (@diamondcity, corvega plant outside and so on or something much to render wider) (as you said)

but i got 2xGeforce 680 sli but only 2gb vram (sli doesnt multiple vram)

in non intense areas or inside i got 120-145 fps eaaasy ... thats i think vram might be the bottleneck here

also bethesda said minimum requirements are 2gig vram ...

it think that the gpu memory has hard to work when loading textures everytime to full capacity (turning around and something)

and thats what causes these massive drops ...

but also game is not optimized for sli ...
