What about non-skill related perks?

So, with the revelation that we will be working with perks instead of skills... or skills through perks which ever, I was wonder how we would be able gain such perks as Cannibalism, Mr. Sandman, Bloody Mess, Fast Metabolism, Strong Back, etc.

These perks really had nothing to with skills and I was wondering if anyone knew what was going to happen with these perks and how one goes about acquiring. Are they simply dependent on SPECIAL stats or are we going to have skills like we did back in Skyrim and the more we worked them up the more perks became available through them?

most likely they work the same as before, having either a minimum level and possible a SPECIAL requirement, not impossible that instead of skill requirement like before now there will be requirements to posses at least one rank in perk A before we can buy perk B

But I think cannablism should just be an action not a perk.

Perks, when not used to ampliffy the effects of skils, could and should be used to create effects that are independent of skills, but we shouldnt hold our hopes for that basic feature to be included in Fallout Of Duty.

Anyway...

A lot of those perks have either been confirmed or speculated to be on the perk chart, aligned with their most relevant SPECIAL stat.

Personally, I hope Cannibal doesn't appear on the perk chart, and is given through actions like eating human flesh as an aid item, or maybe a special encounter. Maybe even as a trait, if traits are in.
