FO 3 and NV villains were meh in comparison to those two. At least they thought big.

Even the AI in FOT thought world domination.

Mr House thought bigger than any other villain (or hero depending on perspective) before him, he had plans to colonize other worlds in a century

If not him, then the pre-war relic hunter and ammo-maker, Sydney would be nice to see again. She was a temporary companion for just one quest, and she had more personality and character depth than all the actual companions combined.

I do hope we find a Gary clone in some strange place in the Boston Commonwealth. Perhaps in a cryogenic cot in Vault 111 or in the bar in the Memory Den or.. other.
