I cannot speak but other npcs can. This issue has caused me not to able to turn in certain quests because it does not register me talking to the npcs.

I'm having a similar issue where I can't interact properly with most npcs. When I talk to them, they respond, but no dialog option screen appears. This happens when I talk to merchants mostly.
