After playing my Silver Shroud role and having some armed bodyguards realize it's not an act, one of them is still around afterwards, flagged as non-hostile with a talk interaction.

Her name is Avery, she wears a gas mask and is the one who speaks when she convinces the others it is better to run away then face the Silver Shroud.

One of the lines she keeps giving is "I never wanted to work for Sinjin".

In this game, that suggests the npc using it is looking for a new employer, as in, they want to go to one of your settlements.

But no matter how much she talks, I can't open this line of dialogue.

Can anyone confirm is she is a potential settler?

I don't want to leave this room until I know for sure she is not, because a bug makes it impossible to hire settlers if you can't recruit them upon your first meeting.
