Enemies have names too. Not all enemies, of course, but, just like Skyrim, and the other Bethesda games, there will be generic named enemies, and then there will be some that are key to side quests, atmosphere, and the main quest that have names, and even back stories tot heir character.
One scenario, for instance, that could justify names of enemies is a Bounty Hunter side quest. It'd be a little confusing if you had to hunt down "raider", as opposed to something like some fiends named Cook Cook, Violet, and Driver Nephi.
There will quite certainly be automatic all-the-time named enemies that you can never ever be friends with in the game.
Named characters aren't necessarily friendly. Look at Evergreen Mills: plenty of named characters, all but one hostile. I really do hope that raiders won't all be hostile this time around. It just doesn't make sense that they'd try to kill everybody they encounter.
