Texture pop in issue, take up to 10 sec to load in high res

Hello, i (and a lot of other people on steam) have a problem where the game texture has a pop in issue, everytime i run accross a texture it will be in low resolution and take like 5 up to 10 second to load in high resolution, i run the game on maxed settings 1080p with ->
A MSI GTX 980 TI 6GB VRAM at stock
Intel Skylake I7 6700K 4GHZ Stock
16GB Ram ddr4
the game run on a samsung 1TB SSD
I have found the cause of the problem, and it's the v sync, when i disable the vsync (by putting iPresentInterval=1 to 0 on the FalloutPref.ini) the problem is simply gone, but by doing that the game run at 120 fps and is speeded twice
so i put the vsync with the nvidia control pannel, but here, still the same problem, the texture pop in is back, what ever where i put the vsync the problem will be there, but as soon as i disablle any form of vsync/fps limited the game texture are perfectly fine
oh and English is not my native language so i apologise if something is hard to understand.
I would like to post some comparison picture but the website say i don't have the permission.

Try to lower your Monitors refresh rate (100 or below), or just use a fps limiter.

I already put the refresh rate of my monitor a 60, i will try the fps limited if i find one, because i tried msi afterburner but it didn't worked

Edit fps limiter, anyway, give me some bad screen tearing

try the enb boost thingy, i read people on theresay it improved slow loading textures, cant hurt to try
