Radio Freedom bug?

While modifying the defenses at the settlement castle, i accidently unpluged the wire going to the radio broadcater for radio freedom. After re-establishing power to the booth, the operator will not return to his post thus keeping the station off line, Artilery support un-availible and i am in the dark as to what settlements i have that are under attack. The NPC keeps stating that i need to get the transmitter powered back up before he can start broadcasting again, while it is currently powered and in perfect order. I have heard that everyone's current solution for this issue to just reload a prior save where the Station was working, but for a majority of people like me, im too far ahead to pull a save from before that point. Is there anything that can be done to fix this?

Okay update.

i noticed when i tried to take away power from the transmiter in a past save where it was working, the transmitter still shows up as having someon assigned to it and everytime, regardless, the radio station will return to normal as soon as i hook the power back up, and the operator will return to his post too. When i go back to my current game and go into the settlement editor, i can see that the game shows the radio transmiter as an un assigned resource. I cant assign the operator to it, it shows not option. When i try to pair a settler to it, it simply says that the NPC i have choosen can not be assigned to this resource. Now when i read up on the other people who have this issue, the common "trigger" they stated was setting up a supply line between one settlement and castle and right after, if the station gets interupted in any way, its gone for good. Im at the point where i dont even want to progress any further since i have lost a pretty useful element the game has when it comes to managing my settlements. Falling back on a past save is not an option either since i would lose too much progress. Im really desprate for any kind of help to fix this!
