Aside from the Points already mentioned, there's was also that ship from the Trailer which Looks similiar to pirate ships on TV or from the films Pirates of the Caribeen which would further suggest what we we will see pirates of some form.

To me concept art doesn't really translate into what a dev will put in a game - its merely, well, a concept.
If you look at fallout 3's artwork the effort they put in was tremendous. Some (like the paradise falls ones) i even thought were photograph like. They had a l o t of amazing ideas yet it never directly translated ingame.

Especially in fallout - the games basically people using pre war remenants to build; a murderer wearing tyres or law-enforcing groups wearing western clothes.
If it is in game, itll have no importance anyway. Merely something someone scavanged to wear

Far be it from me to steal someones lime (Ya scurvy dogs) but if they are Pirates they must be the bored as hell, drink grog all day kind because well what exactly would they Pirate. Its not like freighters are coming and going I would expect and plunder of radroach meat, and Lurk shell's just does not seem glamorous.

(it is still fun to kid around but I think its more likely gang colors some ghoul found a crap of redcoats and passed em out. And given how bass ackwards history is at best in fallout, these guys are probally the good guys and host weekly Tea partys at there hangout.)

He's a Redcoat as point out, and that Pirate ship is the USS Constitution. Very famous ship preserved in Boston, even I know that I'm I'm a limey with almost zero knowledge of Boston..

While we're at it, thank you to the US for taking Pier's Moron...I mean Morgan off our hands.

The USS Constitution looks like a pirate ship, because pirates would steal ships that looked like the Constitution. Pirates don't usually build ships. The reason they look they same, is so the pirates could get within range of merchant ships and as they got close, raise the Black Flag ( The Jolly Roger) and attack.

Pretty obvious I guess, but I thought it needed to be said.

The sailing ship in the trailer (with the rockets strapped on) appears to be the USS Constitution (or a replica of it) - most definitely not a pirate ship when it was in use! (That ship has an absolutely fascinating, and sometimes funny history, btw. I thoroughly recommend people to look it up).

As for the pirate/redcoat (there is another concept art picture that shows two redcoats), perhaps he is part of a minor faction; maybe there's a sidequest where you help them get the Constitution back in the water. Or they could be a small group that operates a boat in the Boston harbour/coastal area, enabling you to travel to some of the islands. Or they could actually be the British...
