My first thought as I saw the presentation, never had any doubt about if it was "intentional" or not, ofc it doesnt look "exactly" like Todd Howard, because that would probably be "game/immersion breaking" to some, but it is obvious that it's supposed to look like Howard, it's really fun and I like it.
If it wasnt supposed to look like Howard, I bet they would have chosen to change the look of the guy, to most people it is really obvious that it's Todd, to believe that entire Bethesda is "blind" to the striking doppleganger is... "unlikely".
If those hands were on a lady, I'd definitely be bothered. We don't need ladies with man hands.
