I don't think Low settings are supposed to look like that.

http://imgur.com/a/2TVpd It looks even worse in motion.

In fairness, I'm definitely playing below specs. My PC is relatively ancient (an AMD 6950 HD, still kicking), playing in 1280x1024, but Witcher 3 and Inquisition both managed to look pretty sharp on medium while running at a decent clip. But in Fallout 4, no matter if I set the graphics to Low or Ultra, the game still looks absurdly jagged, moreso than could even be expected from the lowest settings. It's hard to describe: it reminds me of how old games like Thief or Half-Life would look if you tried to play them with software rendering. Even the text of the HUD itself looks blurry and pixelated. When I turn on anti-aliasing (which I can do in the aforementioned games no problem), it looks worse still, with every silhouette having this shimmering halo.

Has anyone seen anything like this?

That's understandable. The Witcher 3 has a brand new engine (REDengine 3) designed for that particular game only....and will most probably be used for Cyberpunk 2077 too.

Fallout 4 uses the same "old" (even revamped) engine from Skyrim. So, the differences are more than obvious. Especially if you take a look at the characters faces and general clothing and movement.

So, this engine "shows his age"

Beth should move over, to a better looking and more sophisticated game engine, that can take the full advantage of the newer PC hardware, and those to come...in the future. ;)

I understand that, but Skyrim looked far better than this. Fallout 3 looked better than this. I've seen what the game is supposed to look like on more meager settings, and this is far worse. There's definitely something going on with how my system's old specs are interacting with the software.

I just tried to explain o my previous post, that the graphical differences between The Witcher 3 and Fallout 4 are fairly BIG. (i own The Witcher 3 too, you know.)
