Many people complain that the RPG factor is ruined by predetermined back story.
Fable 1,2&3: Predetermined back story. Still an RPG.
Fallout 1,2&3: Predetermined back story. Still an RPG.
Kingdom Hearts: Predetermined back story. Still an RPG.
Final Fantasy Series: Predetermined back story. Still an RPG.
RPG: ROLE PLAYING GAME
A game in which the player takes on the roll of the character, AKA plays the roll.

Skills being merged with Perks does not make this not an RPG.
It makes no difference if they merge Skills and Perks. Skills only had 4 real Ranks before now anyway. 25, 50, 75, 100. Everything else was clutter. They streamlined the Skill system. What's more, we don't even know for a fact that skills are merged with perks, regardless. That's just hype.
Yes, Fallout has FPS qualities and so what? Nobody is forcing you to play FP. Play 3rd Person for all we care.

Voiced PC does not make this not an RPG.
As has been stated 1,000 times already, lots of RPGs have voiced PCs. It's ok. I can almost guarantee that with such a controversial addition, you will be able to turn it off in your Gameplay Settings. Then you can just read the dialogue like in all the old games.

Calm down, my friends and just get pumped for Fo4 with me.

Im real tired of this lie. Only Lockpicking and Science had this set-up for picking Locks and Hacking Computers, but every other skill had various degrees of effectiveness in their abilities. Speech checks could be all the over the place with 40s and 60s, Barter had effects on prices for every single point, all combat skills improved little by little for every few points, Medicine affected Stimpack effectiveness for every few points, etc.

Seriously, this lie is so tiresome and i have seen quite enough of it

True but the diffrence each individual skill point added beyond meeting requirements are neglectable, there is a reason many current day tabletop RPG opt for a 1-5 or a 1-10 scale over the 1-100 that older RPG used, its because honestly those small increments had little satisfaction or impact on a character. A change from skill to ranked perks is still a lateral change.

Fallout 4 is an RPG, there is no doubt about that. People beeing hurt by certain aspects of the game does not mean it changes genre. People are however allowed to be skeptical and voice their opinions on the game as they see fit. I am looking forward to the game though and the waiting is horrible!!!

Yea some people confuse their RPG with an RPG. They're not the same thing. It's moronic to say fallout is not an RPG, just like it would be for me to call Cities Skyline an RPG.

I feel like this is a carry-over from a topic that just recently got closed, and more than that it appeared it was this discussion about semantics that led to that topic being closed in the first place.
