Can anyone diagnose what is going on with these screenshots?

Basically, my colors are all washed out and grey. The edges of my screen are permanently blurry.

I know its not in-game weather (unless its bugged) because I've been questing, sleeping, and fast traveling for hours and it hasn't changed. Anyone know what the issue might be? I played ~50 hours before this bug showed up. Its making it hard to enjoy the game anymore. Please help.
