Paper/Pencil RPG for Fallout?

I'm not sure if anyone's talked about this already but I heard rumors from some friends that said there was a paper and pencil RPG like AD&D floating around out there. I was wondering if this is true and if so where I can get the rule books. Or maybe a link to an official website or something...

We have started adapting a game called Blooddawn into fallout style. Putting in AP and such. There are several PnPs based on Fallout, probably the most popular is the one created by Jason Mical using the SPECIAL system. You can find it in the Fallout PnP wiki in the link given above. J.E. Sawyer's SIMPLE PnP can also be found there.

There was also a fan-made D20 conversion (by Elodious, I think,) but was removed by its creator form the 'net upon request of Glutton Creeper Games when they were coming up with an "official" version of the game (which never came to being because of dispute over the rights to make it.)

There are also two fan-made conversion for GURPS (that I know of,) one by Pauli Hakala and another by Krapou.

There is also a conversion for Cinematic Unisystem made by Quintin Stone.

There is also the Fallout Tactics PnP by William Home.

You can search for them thru google.

The was also Morrow Project. Post apoc game, this one is pretty good.

Aftermath. Same as above, but, a little more involved. Excellent game.

Has anyone seen the Prima guide to Fallout 3? It's like a game manual itself. All it lacks are combat rules. Converting it to a PnP system seems easy. Based on percentile. Each action would take so many AP's and such. The wiki doesn't seem to use the special system. I may be wrong at that but the penalties seem off.

Gamma World by TSR is basically the same thing, only better IMO.

Palladium Rifts comes to mind http://en.wikipedia.org/wiki/Rifts_(role-playing_game) big Megaverse with lots of sourcebooks

and Twilight 2000 for a more raw feel http://en.wikipedia.org/wiki/Twilight_2000

Both very similar settings to FO
