I've been played for a week now and been constantly annoyed by the slow loading times, even though I had a SSD. Then I read that switching from fullscreen to borderless windowed would make loading faster.

And WOW - it worked!

Fullscreen - 55 seconds to load a game from cold boot to outside Diamond City

Borderless windowed - less than 20 seconds to load the same game from cold boot

This was the only setting I changed. Changing back to Fullscreen re-introduces the horrible loading times. How the hell did this get through QA?
